This is a nifty little trick I picked up from watching a Japanese player's fresh Hard KMS speedrun a few years ago.
Basically, you can knock him off of his platform prematurely with a crate (or 2 rising uppercuts + a mid-air kick when he's re-forming his platform). When you do, he'll be more concerned with making a new platform than calling out his thugs, making it a little easier to keep him from doing so.
When he gets dizzy, make sure to use the Stake Driver command on him, and follow it up by spamming fully-charged heel drops. You can take out about half his health within one Stake Driver, and he should be close to being dizzied again when he finally pops out of the ground.
